Bermuda Strengthens Cycling Safety with UCI Event Safety Manager Certification

On 10 February 2026, two members of the Bermuda Bicycle Association (BBA) leadership team reached an important milestone for cycling in Bermuda.

Peter Dunne, President of the BBA, and Debbie Titterton Narraway, Executive Committee member, have successfully completed the UCI Event Safety Manager Programme and Examination, earning certification from the Union Cycliste Internationale (UCI) and the UCI World Cycling Centre.


Both are active Race Officials and Race Directors, bringing hands-on race-day experience to this internationally recognised qualification. The programme involved structured training and a formal examination, focusing on modern race safety management, including course risk assessment, hazard identification, convoy management, incident prevention, and coordination with medical and emergency services.


Where This Certification Applies

The Event Safety Manager qualification is mandatory for nations hosting UCI-level events. In Bermuda, this directly applies to our national and flagship races, including:

  • Bermuda National Road Championships

  • Bermuda National Individual Time Trial Championships

  • Bermuda National Mountain Bike Championships

  • Sinclair Packwood Memorial Race

  • President’s Cup

For these events, the role supports structured safety planning, formal risk assessment, and close coordination with authorities, all aligned with UCI standards.


This ensures Bermuda continues to meet international requirements while delivering professionally managed national events.


Supporting Community-Led Racing

Much of Bermuda’s race calendar is community-led and organised by dedicated volunteer race directors. These events are intentionally accessible and club-focused, forming the backbone of local cycling.


They are not expected to operate at the same level of formality as national or UCI-level competitions, nor should they.


However, the knowledge gained through the Event Safety Manager programme will help strengthen the season overall by:

  • Reviewing recurring safety themes across the calendar

  • Offering guidance and support to volunteer organisers where appropriate

  • Identifying simple, practical improvements that reduce risk without adding unnecessary complexity

The aim is to provide support, not burden, and consistency, not control.


A Practical Approach to Safety in Bermuda

“In Bermuda, cycling happens on narrow roads and shared spaces, and we rely heavily on volunteers to make racing possible,” said Peter Dunne, President of the Bermuda Bicycle Association.


“This certification helps us apply the right level of safety planning to the right events. It’s about better judgement and shared responsibility — not turning community-led racing into something it’s not.”


A Commitment to Riders and Volunteers

By completing this UCI-accredited programme and examination, the Bermuda Bicycle Association strengthens its ability to meet international obligations for major events while continuing to respect and support the volunteer-driven culture that underpins local cycling.


For riders, this means national and prestigious events are delivered to recognised international standards. For volunteers, it means access to clearer guidance and shared learning when needed.


The BBA congratulates Peter and Debbie on this achievement and looks forward to applying these skills thoughtfully across the 2026 season.
